Why NFPA 31 Is Not Paperwork

Eligibility for the New Hampshire Petroleum Reimbursement Fund requires the tank to be in compliance with federal, state and local rules, and NHDES names NFPA 31 and its own Best Management Practices for on-premises-use heating oil tanks specifically.

So an install that cuts a corner does not fail on the day. It fails years later, on the one day it mattered, when a claim is refused because the system was never compliant. That is the argument for doing it properly, and it is a better argument than any warranty.

Indoor Against Outdoor

Indoor tanks live longer. They stay dry, they stay at a stable temperature, and they do not spend three decades under snow load and freeze-thaw. If there is room for the tank inside and the layout allows it, that is usually the better answer in this climate.

Outdoor is sometimes the only option, and it is a legitimate one done right: proper base, protection from what falls off the roof, and a fill point that stays reachable in February. In New Hampshire, whether a delivery driver can reach your fill in a snow year is a real design consideration rather than a detail.
